second Administrator of Dugcal Mission Station up to date.
Rev. Fr. Bernard Lagatic's Clergy report:
Sharing with you the report I gave to the Clergy of the Archdiocese during our
Monthly Clergy Meeting held this morning at the Parish of St. Jude Thaddeus, San
Miguel, Bato, Camarines Sur....Good morning dear monsignori and rev. fathers!
I assumed as Administrator of Dugcal Mission Station exactly a year ago. Upon my
assumption, I immediately set forth to do the mandates of being an Administrator,
with the end goal of preparing the Mission Station to become a Parish. I took
residence in the room annexed to the existing chapel of St. Anthony of Padua in
Brgy Dugcal which was built by fr. Penino, my predecessor, and made some
necessary improvements. I put up an office for the convenience of the parishioners
when it comes to matters relating to church activities such as weddings, baptisms,
masses, anointing of the sick, etc. It was my goal to make the people feel that the
church is accessible to them and that a priest is there almost 24/7 if they need one.
So far, I have performed numerous weddings, baptisms, etc. and I have
institutionalized daily masses, novenas, processions and other similar activities held
at the Mission Station and at the other 6 chapels under the care of the Mission
Station. Religious associations and different ministries have been organized. I have
given formations and trained several Lectors, Extraordinary Ministers of Communion
and Altar Servers. We already had a pioneering batch of Youth Encounter attended
by the youth representing the different zones of the different barangays. Every
Sunday, I travel to different barangays to officiate the mass because it is easier for
me to go to the parishioners riding a single banca, instead of them coming to the
station experiencing inconveniences on their part. These were all undertaken in order to bring the church nearer to the people because I believe that once they feel that they belong to the church, they will come and love the Church. And so if I will be asked if this place is ready to be elevated as a Parish, I would say that yes, morally and spiritually it is ready, but the only hindrance is that there is still no site, where the church will be built.
Last year, when I assumed my post, I was given by my predecessor a signed Deed of Donation to be received by the Archbishop from the Enguero siblings. In this deed of donation, they will give to the church a portion of their property located at Brgy. Dugcal which is covered by a mother title. The donated portion is 2649 square meters.
The donation however came with some conditions, among which is that the church should build the structure within 5 years from the donation. I presented the deed to the Archbishop for his comment and approval and as what he has conveyed to me, he wanted a revision of the abovementioned condition. This request, I also conveyed to the siblings, and after waiting for their response, just last January 8, 2016, I received from Architect Enguero, the administrator of the siblings, a written amendment of the condition sent to me via email. The amendment was however, not notarized. I have tried to contact him again for the needed legal documents and promised me to send the necessary documents.
From the inquiries with the Local Register of Deeds, I learned that there is still a need for verification of the Extrajudicial Settlement of the Estate of the Engueros, aside from the Deed of Donation, for the Mother title to be divided. I am not aware however if they already have one because only the Deed of Donation was given to me by my predecessor. If they already have an existing Extrajudicial Settlement of estate, then I only have to request it. The problem lies however if they still don’t have one. In such eventuality, they should all execute and sign this needed Extrajudicial Settlement of Estate for without which, the Deed of Donation alone, may not be enough to have the mother title subdivided. The siblings unfortunately are residing in different parts of the Philippines and I cannot say for certain how soon they can give this document to me.
During the consultation meeting which I, together with the faithful coming from the different barangays of the Mission Station, with Fr. Remo, Fr. Rosero and Fr. Nopre, they informed us that the fate of this mission station will have to be decided on April 30. On my part as Administrator, I promise to do all means possible to secure these needed documents, if these are the only things needed for this mission station to be elevated as a parish. If until that time however and the Engueros have not yet given to me the documents which they need to execute and sign, I will abide with whatever decision the Archdiocese will make. I only hope and pray that we will be able to secure a lot where we can build the proposed parish. The Mission Station had considerably made significant progress In so far as preparation of the people is concerned. If this Mission Station is to be dissolved due to unavailability of a lot, it will be a great loss to the residents specially of the far barangays, because it will mean that they will have to travel several kilometers and surmount undue transportation inconveniences like crossing the river and waiting for public transportation just to attend to their religious duties as christian catholics, members of the church we love and serve.
